The Coordinated Human Services Plan

The Coordinated Human Services Plan document was created to comply with Executive Order (EO) 13330 and the federal transportation bill, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. No. 109-59, August 10, 2005). SAFETEA-LU requires that formula programs for the Elderly Individuals and Individuals with Disabilities, Job Access and Reverse Commute (JARC), New Freedom, and other programs be derived from a coordinated plan. The intent of the coordinated plan is to simplify access to transportation services, reduce duplication of services, and enhance cost efficiencies in community human services transportation. The coordinated plan must also identify deficiencies and needs in the regional system, and propose projects to meet those needs. WSDOT has designated Regional Transportation Planning Organizations (RTPOs) to take the lead in creating the coordinated plans. Click here to view the document.

Title VI Compliance Plan Policy Statement

The Wenatchee Valley Transportation Council (WVTC) assures that no person shall on the grounds of race, color, national origin, or sex as provided by Title VI of the Civil Rights Act of 1964 and as amended, and the Civil Rights Restoration Act of 1987 (P.L. 100.259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance from the Washington State Department of Transportation.

WVTC further assures every effort will be made to ensure nondiscrimination in all of its programs and activities, whether those programs or activities are federally funded or not.

In the event WVTC distributes federal aid funds to another governmental entity or other sub-recipient, WVTC will include Title VI language in all written agreements and will monitor for compliance.

WVTC office of the Title VI Coordinator is responsible for initiating and monitoring Title VI activities, preparing required reports and other WVTC responsibilities as required by 23 CFR 200 and 49 CFR 21.
